2011 Census User Information Seminar

Introduction

NISRA launched an initial consultation that will form an integral part of the 2011 Census development process.  Users were invited to complete a questionnaire seeking views on the 2011 Census question content, and also covering issues such as the general provision of demographic statistics and the population base & statistical framework for the 2011 Census.

The results have been collated and summarised in a report which can be accessed via the 'Consultation Summary Report' link above.  Any comments which users may have on this Summary Report will be gratefully received by NISRA, and made publically available on this site at a later date. 

Information Days 

The responses to the consultation exercise were considered alongside those that emerged across the rest of the UK as a result of similar consultation exercises conducted by the Office for National Statistics and the General Register Office for Scotland . 

Proposals for the 2007 Census Test questionnaire emerged from this work and were presented publicly at three Census information days, which took place at the following venues:

2007 Census Test Questionnaire 

Following the consultation with users, as outlined above, and ongoing liaison between the UK Census Offices, NISRA has developed the test questionnaire that will be used in the 2007 Census test in Northern Ireland

It should be noted that inclusion or exclusion of questions in the 2007 Census Test questionnaire does not mean that final decisions have been made in respect of the 2011 questionnaire. Such decisions will ultimately be decided through the legislative process, probably around 2010.  Prior to that, proposals for the content of the 2011 questionnaire and arrangements for the 2011 Census more generally will be brought forward in a White Paper currently planned for Autumn 2008.  

The 2007 Census Test, scheduled for 13 May 2007, will take place in five areas (see map below) selected on the basis of their different socio-economic characteristics and their difficulty of enumeration. It will include

  • an operational test of different enumeration methodologies and systems being designed to ensure a successful field operation in 2011; and

  • an examination of the impact of new questions (e.g. income) and the design of the census forms.
