database) as an authoritative Address Register
(“truth-deck”) for the enumeration of the 2007 Census
Test. The report brings together a number of key evaluation
questions from across census into a collective assessment of
the Address Register.

This report presents an
evaluation of the inclusion of questions on both
source and amount of income in the 2007 Census Test as
a proxy indicator of deprivation. It includes
conclusions and recommendations based on findings on
the impact of including income questions on response
rates, level of questionnaire completion and quality
of responses and also reviews alternative data source.
